Job Description General Dynamics C4 Systems' Battle Management Systems Division designs, develops, and integrates highly sophisticated command, control, and communications systems for the U.S. military, federal agencies, civil governments and related international customers. These state-of-the-art, integrated systems combine advanced visualization software and multi-sensor inputs to provide near real-time situational awareness to tactical decision makers. Our engineers help transform large amounts of complex data into useful information that is clearly and intuitively presented to end users, enabling them to make better-informed decisions. We design and develop systems and software for a wide range of global missions including: battle command; intelligence, surveillance and reconnaissance; airspace management; crisis and emergency management; peace keeping and contingency operations; drug intervention, and public safety.


OVERVIEW:
General Dynamics C4 Systems [GDC4S] designs, develops, and integrates highly sophisticated command, control, and communications systems for the U.S. military, federal agencies, civil governments and related international customers. These state-of-the-art systems combine advanced imagery software and multi-sensor integration to provide real-time situational awareness to tactical decision makers. The systems transform large amounts of complex data into useful information that is clearly and intuitively presented to the operators; enabling commanders to make informed decisions in real-time. Systems are built for a wide range of global missions including wartime battlefield management, crisis management, peace keeping and contingency operations, drug intervention, and public safety. Battle Management Systems Division [BMSD] has 77 active programs, with new programs being added regularly.
The Science, Technology and Products (ST&P) Group within the Battle Management Systems Division (BMSD) is responsible for establishing, maintaining, and growing a series of products, programs and research that support the strategic growth of the division and company.
The product lines are intended to be discrete offerings, yet also create a comprehensive portfolio of products that contribute to GDC4S delivering world-class integrated system solutions, from Core to Edge. The ST&P group has extensive relationships with each business in the BMSD, as well as with other GDC4S divisions, GD companies, and third party organizations that seek and apply its products and capabilities.
The ST&P group is seeking a qualified candidate to fill the position of Program Manager – Soft Power, located in Scottsdale, Arizona or Ft Wayne, Indiana. This position will be a direct report to the Business Unit Director. Soft Power is a new market, and GDC4S intends to be on the forefront with emerging capabilities. This is truly a greenfield opportunity for a key individual to have a major impact on the business. Initial contracts are expected to focus on Software, IT services, systems integration and logistics.

SCOPE OF POSITION: The Program Manager – Soft Power is an individual contributor with influence across the entire BMSD engineering organization.
MISSION: The position will be responsible for new market development, as well as program management and contract performance of programs related to Soft Power within the US Government.
PERFORMANCE OBJECTIVES:
1. Establish Business Presence and Strategy: Establish, implement and achieve overall program business objectives and develop strategies to achieve bookings sales and profit forecasts. Develop an understanding of the landscape of Soft Power activities at the US government. Create and implement a specific business strategy to become recognized as a leader in this niche, and to become a full participant and key player in the government’s strategic discussions. Serve as a recognized Subject Matter Expert in Soft Power.
2. Business Development: Support the pursuit of new business through effective customer contact, business plans and proposals. PM will participate in high level discussions with customers that will lead to new programs.
a. Participate in Integrated Capture Teams to contribute to direct proposal preparation, negotiations and all aspects of executing Soft Power related programs.
b. Develop customer intimacy, understanding their needs, and communicating capability at the appropriate level.
c. Connect customers with Soft Power technical capabilities to facilitate new program initiatives.
d. Actively solicit follow-on business by making timely presentations, maintaining close customer contact and tracking customer requirements.
3. Pre-Award Program Management: PM will ensure that management receives adequate and timely forecasts of program financial and other resource requirements such as test equipment, facilities, personnel, technology, proposal funds and pre-contractual funds. PM will manage the proposal process, gathering critical information, meeting deadlines and communicating with customer.
4. Post-Award Program Management: Once funded and under contract, the PM will help guide all phases of program development and evolution. This includes:
a. Preparing and approving internal work authorizations and coordinating the transitions of business opportunities from marketing to program management.
b. Coordinating complex interrelationships of multiple disciplines of functional organizations, customer visions, contracts specifics, Division and Company objectives and available resources.
c. Acquisition and training of a staff of professional personnel assigned to acquire and execute development and production programs.
5. Contract Performance: PM will take a proactive role in keeping programs on schedule and enhancing performance, while improving efficiency. Analyze program status and initiate timely corrective actions. Report to management detailed program performance and compliance status. Report problems and corrective actions and the impacts to program baseline.
6. Customer Management: Maintain ongoing relationships with external customers to ensure solid communication, awareness of needs, customer satisfaction and increasing reliance on company as the solution in Soft Power.

PERFORMANCE EVALUATION:
The success of the PM in achieving the objectives described above will be measured by the following:
• Helps company to be perceived as SME and key participant in Soft Power initiatives and new programs.
• Creates and implements strategy to take top tier position in Soft Power niche.
• Contributes substantially to business growth, with specific program captures.
• Produces timely and accurate forecasts and reports to senior management, and deals effectively with funding issues.
• Transitions proposals to program team, and guides program to successful launch.
• Manages program performance and ensures customer satisfaction.


BACKGROUND AND EXPERIENCE:
The ideal candidate will have the following education, work history, knowledge, and skills.
Education: Bachelors degree in a technical discipline is required; an advanced degree and PMI certification is preferred.
Experience, knowledge and skills: 15+ years Program Management experience leading development or production efforts that delivered on schedule and budget. Experience with the evolving Soft Power market in US Government, State Department and Other Government Agencies is highly preferred.
• Additional skills and experience:
• Experience developing and executing research and development programs (e.g.: DARPA or Agency Labs) for the Government is also preferred.
• Requires familiarity with government policies, procedures and regulations.
• Requires knowledge of project/program management techniques.
• Requires intimate knowledge of business plans, strategies, battle management systems and technologies, and defense contracting competition.
• Requires knowledge of and experience in leading the capture effort for complex US Government pursuits as the prime and sub-contractor capture manager. Being able to transition a program from capture to execution is a critical skill required.
• Knowledge of efficient utilization of resources and skills through effective planning and leadership in a program matrix organization.

Citizenship, Clearance, Travel:
• Must be capable of obtaining a U.S. DoD security clearance. U.S. Citizenship is required.
• Must be able to travel 30% of the time.

Must be able to travel 20% of the time.
