| Job Description |
General Dynamics C4 Systems' Battle Management Systems Division designs, develops, and integrates highly sophisticated command, control, and communications systems for the U.S. military, federal agencies, civil governments and related international customers. These state-of-the-art, integrated systems combine advanced visualization software and multi-sensor inputs to provide near real-time situational awareness to tactical decision makers. Our engineers help transform large amounts of complex data into useful information that is clearly and intuitively presented to end users, enabling them to make better-informed decisions. We design and develop systems and software for a wide range of global missions including: battle command; intelligence, surveillance and reconnaissance; airspace management; crisis and emergency management; peace keeping and contingency operations; drug intervention, and public safety.
The candidate shall be responsible for supporting the Program Controls function for a large program or multiple small programs, shall develop and analyze program plans and schedules considering development life cycle models, and shall develop and maintain the Performance Measurement Baseline (PMB) and change approval process. The candidate shall perform critical path analysis on the Integrated Master Schedule (IMS), resource analysis and resource leveling, and schedule risk/opportunity analysis providing risk mitigation recommendations to the PM. The candidate shall mentor others in the establishment and maintenance of the PMB, EV data analysis, and SDRL submittal including DID conformance. The candidate shall prepare and present EV performance information to internal department personnel and PMs and shall contribute to and support external briefings to the customer. The candidate shall support the preparation of Variance Analysis Reports (VAR) providing analysis to identify and reconcile program performance including “what-if” scenarios, program impact analysis and corrective action development and management. The candidate shall perform trend, probability and forecast analysis, shall provide ad-hoc reports, and shall implement process automation to solve common business problems. The candidate shall ensure appropriate Work Breakdown Structure (WBS) guidelines are followed so that all required reporting can occur and historical analysis can be performed. The candidate shall ensure the Contract Budget Baseline (CBB) is consistently reported and managed, and shall lead the preparation for Integrated Baseline Review (IBR) presentations to internal and external customers. The candidate shall participate in new business process analysis, shall support other programs with expertise, and shall apply key areas of the Program Management Body of Knowledge (PMBOK) to develop and execute program plans and processes. The candidate shall facilitate company's Financial Reporting efforts by providing insight into Sales, Profit and Bookings forecasts via program schedule and Latest Revised Estimate (LRE). The candidate shall support improvements to reduce cost and cycle time of earned value analysis and reporting. The candidate shall have demonstrated knowledge and fully developed skills in budgeting, planning, scheduling, problem solving, cost analysis and schedule analysis. Understands risk management and incorporates that information when assessing the overall program status. The candidate shall be skilled at developing corrective actions.
This position requires a BS/BA in a business or technical field or equivalent combination of education and directly related work experience. This position requires a minimum of 4 years of work experience in program planning / cost controls on development programs. The candidate shall have working knowledge and experience with Earned Value Management and Earned Value Management Systems (EVMS). The candidate must be able to demonstrate the knowledge, skills and ability in the area of: - Critical path analysis - Resource leveling and analysis - Budget analysis - Work breakdown structure (WBS) development - WBS scope/cost/schedule analysis - Development of Performance Measure Baselines - Preparation of EV data item submittals to customers including CPR Formats 1-5 - IMP/IMS – and Preparation and support Integrated Baseline Reviews (IBR). The candidate must have in-depth working knowledge of industry standard EVMS tools such as Cobra or M*PM and scheduling tools such as MS Project or MS Project Pro-Server. The candidate should have knowledge of managing development subcontracts and the flow down of requirements/SDRL from a Business Controls perspective. The candidate shall possess the skills and ability to prepare and present briefings on programs within BMSD. The candidate shall possess the skills and shall have demonstrated the ability to mentor and teach others.
