Job Description	General Dynamics C4 Systems' Battle Management Systems Division designs, develops, and integrates highly sophisticated command, control, and communications systems for the U.S. military, federal agencies, civil governments and related international customers. These state-of-the-art, integrated systems combine advanced visualization software and multi-sensor inputs to provide near real-time situational awareness to tactical decision makers. Our engineers help transform large amounts of complex data into useful information that is clearly and intuitively presented to end users, enabling them to make better-informed decisions. We design and develop systems and software for a wide range of global missions including: battle command; intelligence, surveillance and reconnaissance; airspace management; crisis and emergency management; peace keeping and contingency operations; drug intervention, and public safety. The Science, Technology and Products (ST&P) Group within the Battle Management Systems Division (BMSD) is responsible for establishing, executing, and growing a series of software and hardware product lines that support the strategic growth of the division and company. The product lines are intended to create a comprehensive portfolio of products that contribute to GDC4S delivering world-class integrated system solutions, from Core to Edge. The ST&P group is seeking a qualified candidate to fill the position of Senior Program Manager within the Command Systems Business Area, located in Ft Wayne, Indiana. This position will be a direct report to the Business Area Manager. The position will be responsible for management and contract performance of a long term Research and Development Program with the Defense Advanced Research Projects Agency (DARPA) as well as its transition to a Program of Record in the US Army. Position will direct all aspects of executing a program with responsibility for profit and loss. Establishes, implements and achieves overall program business objectives and develops strategies to achieve bookings, sales and profit forecasts. Identifies, secures, and implements technology and business opportunities inside partners. Provides overall leadership to program team to assure that efforts are compliant, responsive and provide a proper base for successful transition and program performance. Provides overall leadership and direction to the program team to meet business objectives. Actively solicits follow-on business by making timely presentations, maintaining close customer contact and tracking customer requirements. Possesses appropriate skill base and experience in executing research programs, and especially in transitioning to program of record within DoD. Involves complex interrelationships of multiple disciplines of functional organizations, customer visions, contracts specifics, Division and Company objectives and available resources. Technical Bachelors degree (required) and Advanced degree is preferred. Candidate will have a minimum of 15 years Program Management experience leading development or production efforts that delivered on schedule and budget (a minimum of 18 years directly related experience is preferred), and demonstrated results, in Senior Program/Product/Proposal/Business Management/Leadership. Military experience is preferred. Demonstrated success developing and executing research and development businesses, as well as experience transitioning research and development programs to production for the defense industry is highly preferred. Requires clear strategic and detailed thinking, with the ability to transition multi-year visions and strategies into actionable plans and results. Should possess the soft skills and charisma to motivate and inspire teams to achieve optimal performance and results. Requires familiarity with government policies, procedures and regulations. Requires knowledge of project/program management techniques. Excellent analytical skills with an ability to apply a balanced understanding of all business elements. Excellent communication skills including negotiation and leadership skills. Efficient utilization of resources and skills through effective planning and leadership in the program matrix organization. Requires intimate knowledge of business plans, strategies, technology skills, competition and access to government classified material and data. Requires knowledge of and experience in leading the capture effort for complex US Government pursuits as the prime and sub-contractor capture manager. Applicant must be capable of obtaining a US Security Clearance.. Must be able to travel 20% of the time. Secret level U.S. DoD security clearance, and U.S. Citizenship is required.
