Job Description General Dynamics C4 Systems provides its government and commercial customers around the globe with integrated network and communication solutions for mission critical applications including satellite communication, satellite operations, network systems and information services, blue force tracking, homeland security, detection, surveillance, intelligence, and emergency response.

Leads an overall program controls function for a program or Business Unit. Develops and leads tactical, strategic, and critical efforts for Program Managers. Within budget constraints, leads team in development of Program Plan and Schedule to meet all program objectives in support of Program Team efforts. Responsible for overall team critical path analysis to schedule specific milestones. Leads effort to develop program schedule and baseline with knowledge of product lifecycle and associated elements. Leads efforts to optimize staffing resource scheduling. Ensures that appropriate Work Breakdown Structure (WBS) guidelines are followed so that all required reporting can occur and historical analysis can be performed. Leads the Program Team in support of the development of a Work Breakdown Structure (WBS) by which the Program will execute. Leads program efforts to identify program schedule/resource risks and opportunities. Supports program risk management process and development of risk mitigation plans Performs schedule probability analysis. Applies key areas of the Program Management Body of Knowledge (PMBOK) to develop executable processes for supported programs and leads program teams in their implementation. Leads efforts to maintain program budget to ensure latest contract modifications and related requirements are incorporated. Guides Control Account Managers (CAMs) in development of Performance Measure Baseline for program. Takes ownership of Performance Measure Baseline and change approval process. As the program matures, ensures that new modifications to the Performance Measurement Baseline are reflected properly in the EVS. Serves as day-to-day work director and mentor to others in the establishment and maintenance of the Performance Measure Baseline, development and maintenance of EV data analysis, SDRL submittal, and the development, integration and review of business management processes. Demonstrates and mentors others on advanced work tasks in Earned Value/Cost Control and overall program business management. Coordinates all Program Team Earned Value implementations. Leads team in the consolidation of Earned Value inputs for incorporation into Earned Value reports. Serves as program focal point for Program Management data analysis and status; independently prepares and presents this information to internal department personnel. Prepares and conducts presentations to program managers. Monitors and ensures compliance to Earned Value Management System Description (Operating Manual); serves as primary interface for compliance questions. Plays key role in Variance Analysis Report process, leading team in analysis, identification, and reconciliation of Program performance data variances.

Leads program team in development Earned Value data for customer submissions using information from Program team to calculate Program performance. Reviews and approves formal program variance analysis to internal and external ustomers. Releases Final Customer reports for Program approval. Leads program management analysis efforts to complete Estimate To Complete (ETC) process to support resource allocation assessment and adjustment. Plays key role in documenting and reporting results of ETC process. Leads the Program Team in support of the development of Reporting Mechanisms that best enable the calculation of the Program’s performance. Responsible for program’s earned value data analysis to identify performance variances and prepare reports for the Program Team to facilitate focus and intervention on critical areas. Performs program Cost Performance Measurement, trend, and forecast analysis
Ensures Contract Budget Baseline is consistently reported and managed by working with Contracts and Finance functions. Performs full program level analysis and provides recommendations to management. Leads preparation and execution of Integrated Baseline Review (IBR) presentations and performs as a department resource for IBRs to be performed within the division. Trains and presents program control information for diverse audiences. Key member of program project management team; develops and contributes data used to prepare for briefings external to the department. Develops and analyzes ad hoc cost control systems and customer reports. Manages incorporation of new tools.

Leads the design of tests to evaluate new tools, analyzes test results, and makes recommendations to support process improvement. Manages tool re-design to improve performance. Manages process changes to improve overall efficiency of program controls function. Coaches and trains personnel in the program control and program management analysis functions. New Business Acquisition Participates in new business process analysis, including leadership role in proposal development process. Takes leadership role in planning for proposals. Helps set departmental policy for Bidding and Estimating. Defines requirements and leads efforts to automate processes to solve common business problems. Supports other programs with expertise during critical time frames. Facilitates the company’s Financial Reporting efforts by providing insight into Sales, Profit and Bookings forecasts via program schedule and Latest Revised Estimate. May report to Program Management Director or Department Manager. Serves as a senior resource to other analysts in interpreting policy and developing solutions that meet complex business requirements. May assist Business Unit Manager in combined performance and trend identification. May lead Program Controls Analysts assigned to Business Unit. May serve as the Controls Manager for the program, with approval authority for all program plan changes.


BS/BA degree in business or technical field or equivalent combination of education and directly related work experience is required. MBA or related advanced degree is preferred. In addition, a minimum of 8 years of work experience in program planning / cost controls and demonstrated results in leading teams is required; 13 years is preferred. A minimum of 15 years of directly related experience is preferred. Any combination of degree and experience can be considered commensurate. Formal project management training required.

Advanced degree and PMI certification are preferred. Ability to practically apply advanced strategic and tactical skills across many aspects of programs. Ability to make sound decisions. Ability to lead a group towards sound group decisions.

Must be able to travel 20% of the time.

Applicant must be capable of obtaining a U.S. security clearance.
