General Dynamics SATCOM Technologies, located in Richardson, TX, has an opening for a Senior Program Finance Analsyt.  This person would be responsible for overall collecting, maintaining, controlling, and reporting on the status of U.S. government contracts and other large programs managed by SATCOM Antennas; assisting in the preparation of cost proposals for such programs using principles of cost accounting and earned value management to project information. This position requires a bachelor’s degree in Administration, Finance, or other related field.  Additionally, the person will need  a minimum of five years of experience in finance, accounting, or contract accounting. 

 Specific duties, tasks and responsibilities include:

  • Collecting, maintaining, controlling, and reporting on the status of U.S. government contracts and other large programs managed by SATCOM Antennas;
  • Assisting in the preparation of cost proposals for such programs using principles of cost accounting and earned value management to project information.
  • Implementing cost collection strategies that offer the best methods of cost analysis given the work break down structure.
  • Monitoring and reporting all program costs and variances
  • Analyzing costs of program in relation to the work break down structure.
  • Providing management cost reports and customer earned value reports as requested.
  • Assisting Bid Pursuit Managers in the preparation and maintenance of detailed cost budgets associated with large proposals.
  • Supporting the Controller in providing timely and accurate EAC and ETC cost data to facilitate the monthly calculations of revenue and cost of sales on large programs.
  • Reviewing the monthly cost detail on large programs to ensure the integrity of job costs and to identify any unusual trends or exceptions.
  • Participating in monthly program reviews in which all major elements of large program financial and operational performance are reviewed
  • Providing progress billing information to accounting along with required customer supplemental billing information.
  • Reviewing charges to contract for proper job, release, work order, and cost account information.
  • Providing support for DCAA audits, preparation of DCMA annual Incurred Costs.
  • Providing forward US Government contract pricing under FAR.
  • Presenting financial data as requested by management.
  • Performing other duties as assigned by management.Working under the immediate direction of the Division Controller.
  • Maintaining a positive image of the Company and Quality Assurance to both inside and outside contacts. 

In addition, you will need the following knowledge, skills and abilities:

Must be knowledgable of earned value methods and analysis.
Must have strong financial analysis skills in order to collect and research data.
Must be able to identify cost data and resolve problems in a timely manner.
Must be able to offer alternative solutions to cost collection practices within multiple databases
Must be able to interact with personnel from all departments, to develop interdepartmental cooperation and company wide success for large projects and governmental contracting.
Must be able to interact with external customers, government agecies and suppliers in order to ensure complete satisfaction.
Must be able to respond promptly to customer data and management needs.
Must be able to communicate the best cost accounting/earned value practices effectively.
Must be able to undertake program cost/earned value developmental activities.
Must be able to deal with frequent changes, delays, and unexpected events in reference to cost/earned value management decisions.
Must properly use Company facilities, equipment and supplies.
Must comply with Company and departmental policies, procedures and regulations.
Must exhibit safe conduct.
Must maintain quality output while meeting department production requirements.
Must be able to utilize the computer, printer, fax machine, telephone and calculator.
Must be well versed in MS Word, Excel, and Outlook; JD Edwards and Oracle.
Must be a US citizens.
Bachelor's degree in Business Administration, Finance, or other related field.
Must have at least five years of finance, accounting, or contract accounting experience.
