Job Description

The Program Finance Analyst III provides complete financial analysis support and control to complex programs with substantial-risk and opportunity. This may include earned value, subcontract management, and program budgeting.

As part of a program’s finance team, the Analyst III also:

  • Collaborates with program teams to optimize program cash flow and profitability.
  • Identifies collectible receivables, and proper,  prompt billing
  • Initiates, reviews, and approves invoices. Responds to customer inquiries and resolves invoicing issues.
  • Approves purchase requisitions and ensures that expenses are charged appropriately.
  • Reviews and approves travel authorizations, material, subcontract and other budgeted expenses
  • Reviews program labor charges and resolves erroneous charges in the appropriate financial system(s).
  • Monitors variances between actual and budgeted costs .
  • Re-assesses profit projections according to actual bookings and updates projections accordingly
  • Analyzes program accounts to identify and report on risk and funding issues
  • Performs reconciliation of retained investment and establishes profit accrual rate consistent with program Estimate At Completion
  • Prepares and analyzes summary financial status report, summary element of cost, and investment summary reports
  • Presents financial status including orders, funding, sales, profit, and cash flow actuals and projections to program management during formal monthly reviews
  • Prepares and presents customer financial reports . May participate in contract negotiations with customers.
  • Prepares time-phased proposals, orders, sales, margin, and contract investment forecasts in support of budgets, strategic plans, and current outlook.
  • Accounts for modifications to contracts to adjust contract value; prepares and submits related cost proposals.
  • Performs month-end close activities for assigned program(s).
  • Writes and inputs journal vouchers, and project accounting transactions to record received orders, cost of sales, and required accruals in support of month-end close process.
  • Contributes to long term strategic planning by forecasting orders, sales, EBIT, and cash flow for Quarterly Sales, Margin, and Investment Outlooks.

Must be proficient with Excel, Essbase, and OBIEE financial tools.

 

 


Education and Experience
Bachelor's degree in Finance, Accounting, or Business Management or equivalent experience is required. Master's degree is preferred. In addition, a minimum of five years of directly related experience is required; a minimum of seven years directly related experience is preferred.

Knowledge of C4S Finance systems

Knowledge of Earned Value methodology and basic knowledge of Earned Value Management systems

In-depth understanding of internal financial practices in General Ledger Accounting, Rates and Compliance, and Cost Proposal, Accounts Payable, Accounts Receivable, Fixed

Assets, and Travel functions

Knowledge of generally accepted accounting principles

Skilled in the use of MSExcel, MSWord, and MSPowerPoint

Advanced analytical skills

Interpersonal skills

Knowledge of Truth In Negotiations Act, Cost Accounting Standards, Federal Acquisition Regulation, General Dynamics Systems and policies, government accounting, Long Term

Accounting for Government contracts, Sarbanes-Oxley Act

Knowledge of revenue recognition practices
