| Job Description |
General Dynamics Land Systems (GDLS), headquartered in Sterling Heights, Michigan, is a wholly owned subsidiary of General Dynamics Corporation (NYSE: GD) headquartered in Falls Church, Virginia. GDLS provides a full spectrum of land and amphibious combat systems, subsystems, and components worldwide. The company designs and builds armored vehicles and subsystems for the U.S. Army, Marine Corps, and international customers, and is the defense industry’s largest supplier of armored military vehicles.
Manage and oversee all EFV Program Contracts and other Programs Defined in Sales Agreement serving the Woodbridge, VA location. Responsible for proposal development, negotiations, execution, modifications, correspondence and customer interface. Including, but not limited to:
- Respond to / Disposition all Requests for Proposals
- Issue internal Requests for Estimates and coordinate internal proposal activities
- Submit, including review/approval, all proposals to customers and follow-up
- Negotiate all agreements, terms and conditions and price required for award of contract / modification
- Coordinate required certifications and internal approvals
- Manage issuance of Sales Orders authorizing performance of work
- Responsible for on-going administration of all EFV contracts in timely manner and in accordance with contract terms, governmental regulations, company policies and procedures and related Sales Agreement.
- Receive and issue all official company correspondence with customers
- Serve as official company representative/interface on EFV Program and assigned Engineering Projects and associated contracts
- Support customer reviews and requirements
- Provide guidance and interpretation of terms and conditions to GDLS management
- Identify risk and opportunity within the contract terms, conditions and pricing to GDLS management
- Coordinate export licensing requirements and ITAR related issues
- Promote cooperative and supportive working environment with program offices, Finance, Estimating, and throughout GDLS
- Provide guidance, structure and schedule necessary to accomplish EFV contracts tasks timely and accurately
- Drafting and negotiation of other complex agreements, business arrangements, licenses, etc.
- Organize, track and input data to support department metrics and quality initiatives.
- All company duties required to manage, train and supervise EFV contracts personnel and associated budgets.
- Manage to achieve or exceed EFV Programs performance and sales objectives
- Develop and maintain POC with DCMA and DCAA and support Management Council, Audits and other routine delegated responsibilities of the ACO.
- Develop procedures that comply with Company Policy and ISO.
- Track deliverables and Manage Warranty Returns.
- Support Contract Close Out
- Serve as Plant POC for all Contract related issues and coordinate with responsible Division Administrator. Support all Plant acceptance issues.

| Job Requirements |
- Government Contract Administration experience, including knowledge of the FAR, DFAR and ITAR
- Experience drafting and negotiating complex agreements such as CRADA's/Licenses/Contracts/other business arrangements
- Ability to manage multiple responsibilities, schedules, deadlines and accomplish tasks in a timely and professional manner
- Proficiency in MicroSoft Office Suite
- Some travel required
- Eligible to obtain security clearance |
