Performs complex administrative and analytical tasks in support of a contract program.
Program is seeking an experienced IT Project Manager (PM), with severals years of program management experience, to provide comprehensive project management support to a mobile application development and maintenance team. IT PM should have a technical understanding of mobile applications and devices (iOS and Android); understand Sponsor architecture and infrastructure; be familiar with hardware and software components; know and identify system relationships, dependencies and risks; experience writing and managing programmatic and technical requirements and documentation; and have configuration management experience.
The candidate will be responsible for software development based on Agency and agile standards modifying the PM Framework based on the scope and complexity of each project. The IT PM will organize and manage sprint meetings, control gates, usability sessions, security approval processes, documentation, and deployments. The candidate is expected to have extensive ability to clearly present information; read and interpret information; interact with customers or stakeholders; listen well and work through others to obtain results. A key element for this position will be building customer relationships and communicating within the development team, with senior management and with customers/stakeholders. The IT PM is expected to maintain current project management job knowledge. The successful candidate must be a highly motivated officer with a strong IT background and will be required to work closely with technical partners. The selected candidate must possess a good mix of both technical and programmatic skills as well as strong communication skills.
IT Project Manager will work with the program management group, customer, product owners, project integrators and developers to create related documentation, schedules, milestones, and budget to provide status reports to Sponsor Program Manager, team, customer, and products owner. Project Manager will serves as a liaison between the developers and customers. The team works in a collaborative and agile environment.
The primary focus of the project is to create and/or enhance mobile apps to facilitate the communication of products and briefings to senior sponsors and officials; to enhance mission; to standardize, streamline, and implement business process improvements to applicable mobile software and hardware; to introduce, develop and engineer secure mobile-agnostic architecture; and to create mobile apps for sponsor enterprise markets.
Bachelors Degree in Business Administration or a related discipline, or the equivalent combination of education, professional training, or work experience.
10-15 years of related finance or business analysis experience.
At least 16+ years of direct project management experience to include funding, procurement, information security, and intel production processes, to serve as project team lead and government alternate as may be required.
Must have demonstrated experience working closely with senior executives to understand and prioritize mission requirements, develop fiscal year plans, and create mobile apps to meet customer needs. Must be able to work under pressure to accomplish program objectives.
Must have demonstrated experience managing multiple projects simultaneously, using agile methodologies and other project management techniques to execute high priority projects successfully and quickly.
Demonstrated excellent technical, communication, and leadership skills to work with customers to obtain technical requirements and translate those requirements into actionable user stories and tasks for the development team.
Demonstrated experience with portfolio management and fiscal year investment planning to include determining high level milestones and scorecard activities; resource allocation; creating and maintaining master schedules; and managing budgets to include BLIs, SLAs, and invoices.
Demonstrated experience with Primavera, MS Project and Visio, Remedy, Rally, and project management tools.
Demonstrated experience coordinating, supporting, participating and leading program meetings, usability sessions, developer forums, and project reviews with all program levels in Sponsor community.
Experience providing status reports to Sponsor Program Manager on tasks and projects, attendance at customer meetings, lead sprints, and complete data calls. Direct experience working in a fast paced, operational environment, able to adapt to changing priorities highly desirable.
