Duties/Tasks and Responsibilities

Common functions are performed in both the finance and budget disciplines.

Common Functions

1. Analyzes financial information to identify and resolve routine-to-moderately-complex problems, discrepancies, and errors in financial data and/or finance systems and ensures that data integrity is maintained.

- Analyzes financial information to include but not limited to bank accounts, billing statements, financial statements, trend reports, Service Level Agreements (SLA), tax returns, appropriate systems, etc. to identify and resolve discrepancies and to ensure data integrity is maintained; refers more complex issues to senior technical experts or managers and provides recommendations for corrective action.
- Analyzes and reconciles multiple General Ledger accounts to ensure information is up-to-date and accurate and resolves discrepancies found; refers more complex issues to senior technical experts with recommendations for corrective action.
- Monitors finance systems to ensure accurate entries are made by users; identifies errors and discrepancies; recommends corrective actions to users and as needed, unilaterally takes corrective action.

2. Provides technical assistance to solve routine-to-moderately-complex financial issues.

- Provides financial technical advice and guidance to customers on routine-to-moderately-complex financial matters and issues to include but not limited to; vendors, accounting preparation, General Ledgers, documentation of expenditures, currency procurement.
- Provides technical financial advice and guidance to managers within area of assignment, junior officers, and/or subordinates and team members on routine-to-moderately-complex financial matters and issues to include, but not limited to; certification and approving procedures, maintenance of data integrity across multiple systems, accounting procedures.
- Serves as the first level of review for resolution of policy interpretation issues involving customers.


3. Performs a full range of financial activities to support management, staff, and customers within area of assignment.

- Reviews financial activity and accrues expenses as needed in support of financial statements.
- Drafts and monitors field correspondence relating to fiscal/budgetary matters.
- Interprets and applies Finance policies, including monitoring of financial systems, providing guidance to customers on entitlements/allowances affecting large groups of employees, funding projects and programs.
- Assists managers, within area of assignment, in the development of specific financial policies.
- Originates appropriate financial data and ensures data integrity is maintained.
- Adheres to Government requirements and standards for Financial recording keeping.
- Maintains professional development through continuing education, attending courses, seminars, workshops, or by reading professional journals.


4. May function as team lead/mentor or first line supervisor to assigned staff.

- Oversees the day-to-day operations of the work unit by monitoring and adjusting workflows and processes as needed.
- Assigns and monitors the work of subordinates.
- Ensures that data integrity is maintained by reviewing the data entered into financial systems and General Ledgers by subordinates.
- Provides input into the formal evaluation process; based on assignment may be responsible for completing performance evaluations and providing feedback to assigned staff.

5. Performs other duties as assigned.

Other Functions

- Certifies routine-to-moderately-complex accountings or certifies all accountings within area of assignment to include cash disbursements, travel accountings, operational accountings, facilities accountings, payments to vendors
- Prepares routine-to-moderately-complex accountings in support of debt collection, vendor payments, Liaison, accounting operations, banking and finance, financial services, Tax, and Pay & Benefits.
- Assists in preparation of financial statements,
- Prepares tax returns, reconciliations and tax
- Provides functional expertise to systems development activities, creates ad hoc system reports, and conducts functional testing of business systems.
- Acts as a liaison between system developers and users in order to address routine problems and reconcile issues.
- Provides customer support for use of financial systems by resolving user issues and communicating information regarding system changes and updates.
- Assists in developing and providing systems training tutorials or group sessions, and responding to ad hoc user queries.
- Analyzes and tests systems that interface with the accounting system to ensure the integrity of accounting data.
- Performs a full range of preparatory financial activities to ensure proper and accurate execution of the budget; Reviews and certifies funding, verifying the accuracy of program, budget object class and spending rates.
- Assists in the development and submission of the budget formulation process including resource displays.
- Assists in the development of financial forecasts to support pricing of products.
- Assists in analysis of financial data, including financial statements submitted
- Provides routine technical guidance on budget policy and procedures to customers, interpreting budgetary and accounting procedures, and policies as needed.
- Performs financial monitoring activities responsibilities to ensure the proper and accurate execution of the budget; utilizing automated financial tools, analyzes, monitors, and adjusts obligations, expenses, and commitments to ensure expenditures are valid and within budgetary allotments; performs reprogramming of funds as needed.
- Assists in the compilation, analysis, and maintenance of tailored budget execution analysis reports for senior management.
- Assists in the implementation of operating guidance, which incorporates all Congressional marks and management decisions.
- Monitors and projects the yearly personal service budget requirements, in coordination with Human Resources Officers.

For field assignments:

- Participates in scheduled closings of facilities' financial activities.
- Participates in short- and long-range planning for facilities to ensure that adequate funds are available and judiciously expensed. May perform quarterly TDY audit reviews as well as corresponding audit reports.
- Assists in the development of Annual Resource Summary (ARS) and justification of facilities out-year funding requirements
- Assists in the review and analysis of Budget Summary on all operational assets maintained by facilities.
- Communicates regularly with other staff at other locations, providing interpretations of regulations and suggestions as to their implementation, as well as providing guidance on bill paying, preparation of vouchers, disbursing guidelines.
- Provides TDY coverage support to other facilities, as needed, which includes audits, accounting certifications, and day-to-day activities.

Requires TS/SCI FS poly

A Bachelor's Degree in Accounting, or in a Business discipline with significant course work in financial management, accounting, and/or auditing.

Relevant work experience in federal agencies, business or private accounting firms which would allow a person to garner equivalent knowledge and experience about GAAP, FASAB and other budgeting and accounting principles and practices will be considered as a substitute for the bachelor degree when in conjunction with significant coursework in accounting, cost accounting, and/or managerial accounting.




Two years of progressively responsible professional financial experience comparable to the developmental performance level financial resource officer. Has a strong understanding of the responsibilities associated with the execution of financial operations that includes financial management, accounting, auditing, and/or fiscal control
