Job Description General Dynamics Information Technology is a top-tier IT integrator that provides information technology, systems engineering and professional services to customers in the defense, intelligence, homeland security, federal civil and commercial sectors. Duties/Tasks and Responsibilities

Common functions are performed in both the finance and budget disciplines.
Other functions may vary depending on the office of assignment.

Common Functions

1. Coordinates the day-to-day financial activities within area of assignment and performs the full range of moderately complex to complex financial activities

- Prepares, reviews, certifies, and records a full range of moderately-complex to complex financial and budgetary activities in compliance with regulations and policies including, financial operations, debt collection, vendor payments, accounting operations, banking and finance, financial services, and Pay & Benefits.
- Analyzes financial information to include but not limited to bank accounts, billing statements, financial statements, trend reports, Service Level Agreements (SLA), tax returns, appropriate systems, etc. to identify and resolve discrepancies and to ensure data integrity is maintained; refers highly complex issues to senior technical experts or managers and provides recommendations for corrective action.
- Provides technical financial advice, guidance, and instruction to managers, staff and others on the full range of financial processes, workflow, and priorities. Identifies and resolves moderately complex to complex financial problems and issues.
- Assists managers, within area of assignment, in the development of specific financial policies.
- Interprets Finance policies and provides advice and guidance to resource officers, managers, and customers in the execution of budget.
- Coordinates the implementation and maintenance of a system of checks and balances to ensure the integrity of financial records.
- Reviews and assesses financial processes and procedures to identify and implement changes to gain efficiencies.
- Reviews financial activity and accrues expenses as needed in support of financial statements.
- Analyzes and reconciles General Ledger accounts to identify and resolve all complex discrepancies.
- Monitors budget execution activities within area of assignment and makes adjustments/corrections as needed.
- Gathers and analyzes financial data from various systems; creates and presents reports to senior managers and makes recommendations in support of the mission.
- Maintains professional development through continuing education, attending courses, seminars, workshops, or by reading professional journals.

2. May serve as team lead, mentor or first line supervisor.

- Assigns and monitors the staff workload in the area of assignment; prioritizes, delegates and monitors work assignments.
- Resolves personnel problems/issues; provides technical direction and guidance; and provides constructive feedback and career guidance.
- Communicates policies, goals and objectives encouraging open and honest communication.
- Establishes and documents performance objectives and standards; assists subordinates in setting individual goals.
- Assesses the performance of subordinates; provides performance feedback on an ongoing basis; assists in providing input to formal performance appraisals and is accountable for addressing performance issues.
- Develops subordinates, ensuring subordinates receive feedback, experiences, training, and other opportunities needed to develop the requisite skills and knowledge necessary for their own professional development and to meet the needs of the career service.

3. Participates iin contracting activities to evaluate different acquisition approaches; develops a contracting strategy and completes required documentation; participates in the competitive evaluation process to identify qualified contractors; monitors and evaluates contractor performance and provides appropriate formal feedback and recommends contractor award and/or incentives.

4. Performs other duties as assigned.

Other Functions:

- Prepares financial statements.
- Prepares complex tax returns and reconciliations.
- Provides functional expertise to systems development activities, creates ad hoc system reports, and conducts functional testing of business systems.
- Acts as a liaison between system developers and users in order to address complex problems and reconcile issues.
- Provides customer support for use of financial systems by resolving user issues and communicating information regarding system changes and updates.
- Develops and provides systems training tutorials or group sessions, and responds to ad hoc user queries.
- Analyzes and tests systems that interface with the accounting system to ensure the integrity of accounting data.
- Provides advice and guidance to managers in the development and implementation of resource plans; prepares and analyzes budgetary reports and offers budgetary expertise to assist management in making strategic budget decisions.
- Forecasts out-year budget profiles using trend reports, cost models, etc. and assists in the development of resource spending plans.
- Forecasts financial activity to support annual pricing of products.
- Analyzes Financial statements and other financial data.
- Prepares budget submissions to include funds balancing and meeting deadlines; submits a variety of budget resource schedules; and responds to inquiries
- Implements operating guidance, incorporating all marks and management decisions.
- Analyzes, monitors, and adjusts obligations, expenses, and commitments to ensure expenditures are valid and within budgetary allotments; verifies and justifies budget reprogramming actions; monitors and projects the yearly personal service budget requirements.
- Ensures/justifies proper utilization of funds involving the analysis of trends against target rates and advising management on deviations from projected spending; offers recommendations to resolve discrepancies.
- Verifying invoices for accuracy and sufficient funding levels; works to resolve discrepancies.

For field assignments:

- Performs scheduled closings of facilities' financial activities.
- Provides advice and guidance to finance officers and staff on complex financial and administrative policies and procedures.
- Returns vouchers requiring corrections to finance officers for research and resolution.
- Reviews financial activity and accrues expenses as needed in support of financial statements.
- Develops Annual Resource Summary (ARS) and justifies facilities out-year funding requirements.
- Reviews and analyzes Field asset Budget Summary (FABS) on assets maintained by facilities maintained by field.
- Participates in short- and long-range planning for facilities to ensure that adequate funds are available and judiciously expensed; performs quarterly TDY audit reviews as well as corresponding audit reports.
- Duties may also include, performing other administrative work related to security, logistics and human resources; serving as a member on various boards, such as the Housing Board; serving as "after-hours" duty officer; serving on local American Community boards or committees, usually as the Treasurer.

Requires a TS/SCI FS poly clearance

A Bachelor's Degree in Accounting, or in a Business discipline with significant course work in financial management, accounting, and/or auditing.

Relevant work experience in federal agencies, business or private accounting firms which would allow a person to garner equivalent knowledge and experience about GAAP, FASAB and other budgeting and accounting principles and practices will be considered as a substitute for the bachelor degree when in conjunction with significant coursework in accounting, cost accounting, and/or managerial accounting.


Three years of progressively responsible professional financial experience comparable to the full performance level financial resource officer responsible for the oversight and execution of complex financial operations that includes financial management, accounting, auditing, and/or fiscal control.
