Database Systems Engineer, Integrator and/or Architect to assist with conducting front end analyses, developing requirements, and conceptual design and implementation plans for integrating the U.S. Coast Guard's Maritime Security Risk Analysis Model (MSRAM) risk information MSRAM risk information with real-time data feeds such as Ship Arrival Notification System (SANS), Vessel Traffic System (VTS) and GIS within a Coast Guard command center application. MS-RAM is access based process and is a process and model that supports the US Coast Guard's (USCG) requirement to understand and mitigate the risk of terrorist attacks on targets in US ports and waterways. The candidate will work as a part of an inter-disciplinary team, serving as the subject matter expert for system architecture, supporting the Coast Guard by serving as a liaison to act on their behalf to develop the concept, soliciting input from other USCG users and units. The candidate will be primarily responsible for all reports due to the government for this task. Will provide a total systems perspective including a technical understanding of relationships, dependencies and requirements of hardware and software components for a project. Must be knowledgeable in computer and Command & Control systems and gathering/identifying requirements. Must be knowledgeable in life-cycle support, including maintenance, administration, and management. Able to create, draft and/or review program documentation, generate formal review documentation, and participate in system and program reviews. Able to assists in the evaluation of software and associated documentation. Will provide traceability within program documents, and the overall computing environment and architecture. Will manage/update the project master schedule and ensure coordination and information flow occur between all programs and organizational managers. Candidate must demonstrate experience in developing requirements, conceptual designs, implementations plans and deliverables associated with these activities. Candidate will serve as the program's technical liaison, work with technical and analytical counterparts to define engineering requirements. Must be knowledgeable in software baseline configuration, and skilled in the process of identifying and gathering technical requirements. Will assist in developing, analyzing, and reporting programmatic and performance metrics, and providing briefings to customer and management boards on project status and progress. This person must be able to work well both independently and as part of a team. Requires BS/BA degree. Requires 10-15 years experience. Requires DoD SECRET Clearance. Coast Guard experienced preferred; will consider other military or law enforcement background related to operational command and control systems. Strong customer service and interpersonal skills. Strong communication skills, both technical writing and public speaking skills. Ability to capture and document key meeting discussion topics, decisions, and actions. Strong organizational and coordination skills, including the ability to coordinate multiple tasks, status actions items, respond to changing priorities, and react to short deadlines. Ability to work independently as well as part of a team, demonstrating corporate judgment and decision-making. Demonstrated ability to identify and coordinate areas for process improvement across multiple organizations. |
