Duties/Tasks and Responsibilities Common functions are performed in both the finance and budget disciplines. Other functions may vary depending on the office of assignment. Common Functions 1. Provides financial strategic program guidelines and initiatives through the provision of effective world-class resource management and effective/timely customer support. - Ensures the accuracy and timely execution of the budget, serving as a liaison between senior office managers and corporate finance in budget execution activities. - Works with managers to develop office-specific financial policies. - Ensures financial program data integrity and reporting accuracy. - Establishes and maintains appropriate internal controls to minimize the risk of inaccurate data. - Provides extensive technical financial advice, guidance, and instruction to program managers, staff and others on the full range of financial processes, workflow, and directorate/office/unit priorities. - Continuously reviews and assesses financial processes and procedures to identify and implement changes to gain efficiencies. 2. Manages the day-to-day financial activities within area of assignment, ensuring financial compliance. - Manages and/or participates in the preparation, review, certification and recording of the full range of complex financial activities in compliance with regulations and policies within financial operations, debt collection, vendor payments, Liaison, accounting operations, banking and finance, financial services, Tax, Working and Pay & Benefits. - Analyzes and reconciles accounts to identify and resolve all complex discrepancies, interacting with customers in the resolution of complex problems or controversial issues. - Analyzes financial data from various systems; creates reports for and provides briefings to senior managers and makes recommendations in support of the mission. - Participates on various resource working groups and meetings, providing advice on financial policies and procedures. - Maintains professional development through continuing education, attending courses, seminars, workshops, or by reading professional journals. 3. May manage, develop, and evaluate staff. - Assigns and monitors the staff workload in the area of assignment. - Resolves routine-to-complex personnel problems/issues. - Establishes overall performance expectations and goals for the work unit and communicates this to subordinates and coworkers. Assesses the performance of immediate subordinates; provides performance feedback on an ongoing basis; prepares formal performance appraisals and is accountable for addressing performance issues throughout the work unit. - Incorporates adaptive management techniques to motivate, mentor and promote a culture of knowledge-sharing, teamwork and continuous learning. - Communicates policies supportive of the vision, goals and objectives encouraging open and honest communication. - Develops immediate subordinates, ensuring that they receive the feedback, job experiences, training, and other opportunities needed to develop requisite skills and knowledge. This includes continued emphasis on the Finance Career Trainee program, the Career Certificate Program, and other Finance training programs developed by the Business School. 4. Provides direction on contracting strategy and/or modifications to meet requirements; guides the completion of required documentation; leads the competitive evaluation process to identify qualified contractors; updates formal contact evaluation criteria and provides formal feedback; recommends contractor award and/or incentives. 5. Performs other duties as assigned. Other functions may vary depending on the office of assignment Other Functions - Ensures data integrity by working to obtain favorable audit opinions, and, ultimately, auditable Financial Statements. - Assists in the management of systems development and maintenance activities; guides design of functional workflow; manages the creation of ad hoc system reports; develops testing scenarios; and conducts functional testing of business systems. - Acts as a liaison between system developers and users in the validation and prioritization of system requirements. - Provides customer support for use of financial systems by resolving user issues and communicating information regarding system changes and updates. - Oversees the development of systems tutorials or group sessions; as needed, provides systems training tutorials or group sessions, and responds to ad hoc user inquiries. - Oversees, and as needed performs the analysis and testing of systems that interface with the accounting system to ensure the integrity of accounting data. - Manages and/or participates in the preparation and review of financial statements - Provides funding guidance and strategies to customers as well as serves as a financial advisor to resource managers in support of budget formulation activities - Manages budget formulation activities and ensures the proper execution of the budget within area of assignment; prepares annual budget submissions to include coordinating and monitoring budget submissions; compiling input for various schedules for the budget submission; updating tools within the budget formulation system; developing reports used in the preparation of the narrative for the budget submission; preparing and verifying budget resource displays. - Manages and/or participates in preparation and review of financial forecasts (revenues, expenses, cash) - Manages and/or participates in analysis of financial statements and other financial data, offers guidance on issues and corrective actions. - Compiles, correlates, and analyzes financial data for use in the development of annual budgets; offers options and recommendations on allocation of funds. - Compiles, analyzes and maintains management tailored budget execution analysis reports for senior management. - Briefs and/or provides supporting documentation to senior management - Forecasts out-year budget profiles using trend reports, cost models, etc. and assists in the development of resource spending plans. - Monitors all budget execution activities and makes adjustments/corrections as needed; analyzes, monitors, and adjusts obligations, expenses, and commitments to ensure expenditures are valid and within budgetary allotments; verifies and justifies budget reprogramming actions. Keeps management apprised of complex budgetary issues - Monitors and projects the yearly personal service budget requirements. - Monitors spending rates for personal and non-personal services budgets involving the analysis of mid-year and year end budget execution status and spend rates. - Ensures and justifies proper utilization of funds including the analysis of trends against target rates; advises management on deviations from projected spending and offers recommendations to resolve discrepancies. - Educates and informs workforce of budget issues that crossover from budget formulation into budget execution. For field assignments: - Provides advice and guidance to finance officers and other staff on complex financial and administrative policies and procedures. - Returns vouchers requiring corrections to finance officers for research and resolution. - Reviews financial activity and accrues expenses as needed in support of financial statements. - Provides TDY coverage support to other facilities, as needed, which includes audits, accounting certification, and day-to-day activities. - Develops the Annual Resource Summary (ARS) and justifies out-year funding requirements - Reviews and analyzes Budget Summary on assets maintained by field. - Duties may also include, performing other administrative work related to security, logistics and human resources; Must have active Top Secret/SCI with Lifestyle Polygraph A Bachelor's Degree in Accounting, or in a Business discipline with significant course work in financial management, accounting, and/or auditing. Relevant work experience in federal agencies, business or private accounting firms which would allow a person to garner equivalent knowledge and experience about GAAP, FASAB and other budgeting and accounting principles and practices will be considered as a substitute for the bachelor degree when in conjunction with significant coursework in accounting, cost accounting, and/or managerial accounting. Three years of progressively responsible professional financial experience comparable to the senior level financial resource officer responsible for the oversight and execution of complex financial operations. |
