Duties/Tasks and Responsibilities Common functions are performed in both the finance and budget disciplines. Other functions may vary depending on the office of assignment. Common Functions 1. Provides broad financial strategic programmatic direction and initiatives through effective resource management and the provision of effective and timely customer support. - Manages all budget execution and formulation activities, including planning, coordinating, and developing budget submissions for budget exercises; and serving as a link between senior office management and the CFO in the formulation and execution of the budget. - Briefs and/or provides supporting documentation to senior management in response to questions from management and/or external reviewers. - Serves as the principal financial advisor to senior managers on strategic and tactical financial resource issues and as an advocate for resource matters. - Advises senior management in the design, implementation, and management of financial operations to ensure the integrity of financial data, the establishment of financial reporting requirements, the development of security guidelines and processes to protect financial data and systems, and the establishment and maintenance of financial relationships with other government and non-government organizations. - Assesses programmatic financial resource needs ensuring proper alignment with program initiatives and strategies. Provides strategic financial consulting to customer on critical program problems, defining broad and narrowly identified financial processes. - Manages the development of office-specific financial policies. - Ensures financial program data integrity and reporting accuracy. - Manages the establishment and maintenance of appropriate internal controls to minimize the risk of inaccurate data and/or unauthorized use. - Ensures data integrity by working to obtain favorable audit opinions, and, ultimately, auditable Financial Statements. - Maintains professional development through continuing education, attending courses, seminars, workshops, or by reading professional journals. 2. Serves as the senior financial expert for area of assignment. - Formulates approaches that achieve desired financial business objectives, including program scope and objectives. - Resolves the highly complex financial problems and issues; provides guidance on the interpretation and application of the most complex financial regulations, policies and procedures to senior management, staff, and customers. - Analyzes financial data from various systems; creates reports for and provides briefings to senior managers and makes recommendations. - Analyzes budget requests and provides expert advice and guidance to Offices on budget submissions. 3. Manages staff development. - Establishes overall performance expectations and goals for the program area and communicates this to subordinate team leads and/or first line supervisors. - Develops a working environment that motivates employees to perform at the highest level and fairly rewards employees based on their contributions to the mission. - Ensures subordinate staff are properly and effectively developed, directed, and evaluated. - Develops subordinates, ensuring that they receive the feedback, job experiences, training, and other opportunities needed to develop requisite skills and knowledge. This includes continued emphasis on the Career Certificate Program, and other Finance training programs developed by the Business School. - Incorporates adaptive management techniques to motivate, mentor and promote a culture of knowledge-sharing, teamwork and continuous learning. - Communicates policies supportive of the CFO's vision, goals and objectives encouraging open and honest communication. - Assesses the performance of subordinates; provides performance feedback on an ongoing basis; provides input to formal performance appraisals and is accountable for addressing performance issues throughout the program area. Performs other duties as assigned. - Serves on established and ad hoc Directorate and corporate Finance committees, panels and boards. - Serves as a participatory member of the office of assignment's senior management team. Other functions may vary depending on the office of assignment Other Functions - Certifies the most complex and controversial accountings. In the absence of the primary certifier, may certify all accountings. - Considerable knowledge of Project Management concepts and principles. - Leads the design and implementation of financial systems development to enable business process improvement and to incorporate changes driven by external changes. - Facilitates communication between financial systems stakeholders, customers, and systems development teams. -Serves as an advisor on strategic and performance objectives. - Manages the compilation, analysis and maintenance of management tailored budget execution analysis reports for senior management. - Develops and/or amends and enhances budget policies and procedures of the budgetary program metrics fundamentals necessary to effectively and efficiently analyze and assess program goals, objectives and outcomes. Must have active Top Secret/SCI with Lifestyle Polygraph. A Bachelor's Degree in Accounting, or in a Business discipline with significant course work in financial management, accounting, and/or auditing. Relevant work experience in federal agencies, business or private accounting firms which would allow a person to garner equivalent knowledge and experience about GAAP, FASAB and other budgeting and accounting principles and practices will be considered as a substitute for the bachelor degree when in conjunction with significant coursework in accounting, cost accounting, and/or managerial accounting Three years of progressively responsible professional financial experience managing a financial program. (Equivalent to a tour of duty as a Financial Resource Manager I) |
