Job Title: Project Management Job Responsibilities: Initiating, Planning, Executing, Monitoring & Controlling, and closing IT projects to include: Proposal Management - Manage development of a compliant proposal, from initiation to completion and delivery - Assist the Capture Manager in managing all proposal efforts, personnel, and deadlines for a timely and high-quality delivery - Ensure General Dynamics business process and policy is followed throughout process - Participate in the formulation and approval of proposal strategies and themes - Ensure application of General Dynamics' win-strategy for each proposal. - Direct the creation and approval of the proposal outline. - Participate in analyzing the solicitation. Lead the allocation of proposal requirements against the proposal outline to ensure both compliance and responsiveness to the customer's issues and needs - Establish and maintain the compliance matrix, project plan, and schedule to ensure timely completion of deliverables, milestones, and final delivery - Ensure that deliverables do not violate the restrictions set forth by the customer - Lead writing/editing efforts throughout the proposal. - Direct the Proposal Coordinator in all phases of the development of a proposal Project Management - Reviewing requirements and coordinating with customer to determine level of effort required, - Determining General Dynamics survey/design team composition, - Preparing a task specific General Dynamics statement of work, and - Coordinating with customer Program Manager and site POC to coordinate site survey completion. - Negotiate final proposals with the customer to include material quantities, schedule, costs, and limitation of responsibilities. Revise the proposal based upon negotiations. - Identify and obtain all required material, equipment, and personnel resources for project implementation. - Plan and manage the installation and test phase based upon the negotiated delivery order. Establish General Dynamics project team for implementation, determining most effective resources for cost-effective project completion. - Evaluate and document subordinate performance. Provide subordinates required counseling and on-the-job training. Bachelor's degree or equivalent combination of work/military experience, training and certifications. PMP certification desired, ITIL v3 certification desired. 5+ years of experience in project management relating to Cost, Schedule and Scope Analysis. MS Project experience required. Previous experience with DoD networks, Air Force networks, AFNETOPS desired. 5+ years of development/production of proposals preferred. Familiarity with standard proposal development methodologies Strong written, interpersonal skills - Ability to lead and motivate teams in a high-pressure environment Travel Required not to exceed 20%. Ability to obtain a U.S. security clearance, current active clearance preferred |
