Work under the direction of the ITAM Coordinator, who establishes projects and priorities for the program. Perform RTLA environmental inventory tasks associated with the Army's Integrated Training Area Management (ITAM) program at Pohakuloa Training Area, Island of Hawaii, Hawaii and the military ranges under its prevue (Keamuku). Function as part of the ITAM contractor/federal employee team in support of installation missions. The projects undertaken will be as follows: The projects undertaken will be as follows: 1. Maneuver area vegetation and soil stability assessment; 2. gulch and gully assessment (already underway); 3. long term landscape monitoring; 4. concentrated use areas assessments; and 5.combat trails assessment on the installation in support of ongoing Army training and testing activities. Examples of projects include evaluating range lands for combat trails assessment for the Keamuku Trails Rehabilitation Project such as: 1. track the condition of the trails located within the Keamuku Parcel. Trails that fall into disrepair create unsafe driving conditions, lead to non-compliance and limit the training mission. 2. During this assessment the RTLA technician will drive or walk each trail within the Keamuku or on PTA and assess the condition of the trail using a red, yellow, and green "stop light" approach. They will look for gully formation, fugitive dust, weed encroachment etc. 3. The RTLA Technician will identify and help prioritize problem trails for maintenance and improvement, while minimizing the repair costs through early detection of problems. This undertaking will also contribute towards staying in compliance with the Clean Air Act and other documents. 4. The RTLA Technician will look for such things as driving surface stability, weed encroachment onto the driving right of way, rutting of the driving surface, fugitive dust generated, etc. 5. The RTLA Technician will assign a color to sections of the trail based on their personal observations and the criteria established. 6. Photos of various sections of the trails will be taken when necessary as determined by the RTLA Technician. Basic responsibilities will be the data collection, data collation, data assembly, and data presentation. Work area shall be the Army Training Ranges on the Island of Hawaii - Keamuku Training Area, and Pohakuloa Training Areas. Office location shall be at Range Control Building, Pohakuloa Training Areas, HI. BS/BA degree in English, Communication, Education, Natural Resources Management, Environmental Management/Technology, Biology or other applied discipline. Past work experience may be considered as a substitute for a college degree. Work experience in data collection and project monitoring preferred. Excellent written and oral communication skills desired. Must be a good writer and have presentation skills. Must have the ability to work as a team member. Experience working with hierarchical organizations such as federal, state, or local governmental agencies or the military. Expected to be able to work independently, but to incorporate individual efforts into ITAM/RTLA goals and objectives. Applicants should be able to use or be trained in the use of topographic maps, compass, GPS and drive a 4X4 over rough terrain. Must be able to work in rugged terrain and adverse weather conditions. Ability to use Microsoft office products such as Word, Excel, and PowerPoint desired. Ability to collect and collate data as related to erosion control monitoring, training land use, or other environmental inventories as required by the RTLA Coordinator. Must have good driving record. |
