PROFESSIONAL QUALIFICATIONS The successful candidate will be an accomplished technical leader with extensive experience leading development teams to produce software products, proactive customer-focused advocate, a self-motivated team player, preferably with some experience within the Health Care industry. Including the following attributes: • Bachelor's Degree in a technical field, or the equivalent combination of education, technical training, or work/military experience. • Experience managing large projects, with 40+ individuals, to deliver high-quality software products within project scope, timeframe, and budget. • 10 Years of full life cycle development with an emphasis on incremental, iterative development and deployment. • 7 years of managing development experience with development tools including Java and Windows. Development must consist of deployed, large distributed systems across multiple platforms. • Demonstrated ability to learn and apply new technologies quickly • Comfortable in a fast-paced, team-oriented environment • Strong written and verbal skills from both business and technical perspectives. PROFESSIONAL RESPONSIBILITIES A Director of Software Engineering for Health Payer will be responsible for the entire development organization. Responsibilities include (but not limited to): • Oversee the full development life cycle of a portfolio of highly scalable and reliable web applications using Java and .NET technologies as well as legacy applications in C++/VC++ and VB6. • Interface directly with Product Management to determine all aspects of product releases. • Manage multiple product releases simultaneously. • Ensure all development projects are completed with the established time, scope and resource parameters while ensuring high-quality results and managing risk effectively. • Ensure compliance for all development activities with the SDLC. • Develop software components to support data enrichment and transformation in a high traffic transactional data and data warehouse environment. • Provide development estimates outlining business and technical risks. • Develop and deploy software products in an iterative, incremental process that fully incorporates testing using Agile, Scrum and continuous integration. • Identify and significantly contribute, where appropriate, to Enterprise initiatives. • Provide technical and business explanation and justification for architectural, design, and coding approaches. • Ability to work under tight time constraints with changing requirements. • Support and participate, where appropriate, in formal requirement, design, and code reviews. • Provide recommendations on development tools and practices based on experience, best practices, and acquired learning. • Regularly update technical and business teams as to plans, progress, and issues. • Supervise assigned technical and administrative staff, including subordinate managers, and perform personnel actions including hiring and performance evaluation. • Ability to work under tight time constraints with changing requirements. • Assures quality of products, services, and deliverables, including participating in reviews, audits, and site visits. • Supports business development activities, including the preparation and review of technical and cost proposals. • Performs program financial management services, including budget and cost quote preparation, cost management, and reconciliation. • Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances. • Prepares and provides various reports and technical reviews to senior management as requested. • Ensures compliance with relevant corporate and government policies and standards. • Participates in special projects as required. Requires BS/BA degree. Requires 12-15 years experience. |
