Manages one or more telecommunications networks or information systems within the DISN. Networks/systems may possess military unique features and/or be manufactured in accordance with U.S. Government specifications. Responsible for the testing and operation of military network management systems. Analyzes network performance utilizing various type of network/system data, such as traffic measurement data, fault management data, performance data, billing data, security data, etc. and knowledge of military/proprietary signaling schemes and interfaces. Identifies network/system degradations from analysis of data and recommends/implements corrective actions. Uses commercial and military-unique software to perform complex network re-engineering and problem resolution to ensure optimum operation of networks/systems. Participates in all major activities of the network such as conversions, cutovers, activations, deactivations, restorals, etc. Makes recommendations for communications network/system improvements. Responsible for notifying the Army, Air Force, Navy and various U.S. Government Network Management Centers in the U.S., Europe, DISA-Cent, etc. of activities within the network/system, such as operational degradations, coordination of link/trunk/facility activations/deactivations, and network reconfigurations to support real world military and contingency operations. Evaluates the performance of management systems hardware and software; keeps the designated Government personnel advised of system performance problems, and enhancement/expansion requirements. . Resolves network problems by analyzing existing data and recommending changes to improve the efficiency of the network and future network performance. Supports DISA control center(s) and DISA customers in resolving user problems. Responsible for Disaster Recovery and Trouble Escalation Plans. Bachelor of Science in Telecommunications, Information Systems, Engineering or a related field; or an Associates degree in one of the above with 8 years specialized experience; or 10 years experience in the operations and testing of telecommunications networks/information systems using a computer-based network management system which provides a capability to remotely control devices. Must have a minimum of 5 years experience with related telecommunications networks/information systems. Must have an active U.S. Top Secret Security Clearance. Must possess well developed verbal and written skills (English). Must possess the ability to rapidly diagnose and effect correction of communication network/information system problems. Must be able to establish and retain a positive working relationship with DISA customers. Experience in U.S. military command and control telecommunications networks/information systems hardware, software and operating processes, procedures and standards. Operations and testing of military networks/systems using a computer-based network management system which provides a capability to remotely control devices. Successful completion of an applicable military telecommunications/information services school. Expertise in applicable network equipment and interfaces to/from transmission devices. Expert in high performance telecommunications hardware and software. Working knowledge of applicable standards and principles relevant to network operation and repair. Knowledgeable in network metrics identification, gathering and evaluation and benchmarking against industry and self standards to appraise network effectiveness. General Experience Includes: Increasing responsibilities in the implementation, operations, maintenance, management, etc. of communications networks, information systems, or network management systems. An active Secret government security clearance is required for this position. Must be able to obtain Top Secret clearance immediately upon selection. Shift work is required. DSN/DRSN Network experience a plus. Military Technical Control experience a plus. |
