Sr. Principal Systems Engineer- TS/SCI with polygraph in Herndon, Virginia

As a Developer: The contractor will provide design, development and implementation services for data warehouse capabilities built in Oracle. Will analyze new requirements to build new capabilities in the CPE data tier, and provide enhancements and bug fixes to existing Extract, Transform and Load (ETL) code and to Oracle databases.
Contractor will be responsible for meeting with the data tier customers and project representatives to understand their data and table / view requirements. The contractor will work in a team environment understanding the importance of collaboration. Contractor will have experience developing applications with an ORACLE back end and IBM Data Stage for the ETL. Responsibilities include: Take a leadership role in the analysis, design and development of services in support of a data warehouse.
Consult with client to develop formal user requirements.
Translate user requirements from a formal requirements document into an application/database design.
Contribute to the preparation of detailed design.
Develop, test, implement and maintain moderately complex to complex applications and/or databases. Design and implement automated unit tests of the integrations. Manage tasks, report status, and raise issues in a timely basis.
-Research and use new tools and technologies. Document work. Author implementation guidance documents. Participate in peer code reviews and/or testing. The Contractor shall assist and advise the Government Engineers with the requirements analysis, system design, and implementation of projects that further the goals of EDG and Agency programs. The Contractor should be familiar with APPS business area objectives and requirements, and with the various data repositories and systems used by customer IT systems today.
The Contractor shall work with engineers from other programs to meet their data related objectives and requirements. The Contractor shall hold formal/informal Technical Exchange Meetings (TEMs) with other engineers (Government and/or Contractor) to evaluate methods and technologies to best achieve the objectives of programs requiring data provisioning. The Contractor shall assist with the design, development, and implementation of a system that meets all customer information security, CWE, Enterprise Technical Architecture (ETA) requirements. The Contractor should be knowledgeable of the customer information security rules/regulations and knowledgeable of the CWE platform. The Contractor should be knowledgeable of database structure, design, and storage. The Contractor should be knowledgeable of the various technologies to extract, transform, and load large volumes of data from a source system(s) into Oracle databases.
As a Database Administrator
Review, develop, and design data models using standard diagramming techniques, in conjunction with application development teams; create logical data models and translate into physical database structures that integrate with existing or proposed database structures. Monitor relational databases to optimize database performance, resource use, and physical implementations of databases; address a variety of database integration issues including migration between disparate databases, integration, maintenance/conversion, capacity planning issues, and new applications. Maintain development, test and production RDBMS environments. Monitor and maintain database security and database software, in cooperation with ISSMs.
Provide advice to applications programmers in the effective use of database languages; advise on troubleshooting, exception processing needs and other data management issues.
Maintain availability and integrity of databases through multiple access schemes; facilitate sharing of common data by overseeing proper key and index management and data dictionary maintenance. May evaluate and recommend testing and evaluation of new procedures, software, and hardware. Monitor and manage database backups, logs, and journals; install, maintain, and upgrade database software; restore and/or recover data as required. Create, procure and maintain various database related documents such as manuals and programmers' handbooks. May provide 24-hour on-call support. Responsible for coordinating with various project teams to provide input during project design and development to ensure that produces quality products. Works with Senior Technologists to provide technical guidance to both Project Managers and other applications developers during the development process. Level 3 duties may include some data entry, as well as data analysis and the ability to run complex queries in databases. The DBA may maintain the GUIs, thus SQL and Oracle may be useful.

1. Bachelors Degree in Computer Science, Engineering or a related technical discipline, or the equivalent combination of education, technical training, or work/military experience.
2. Masters Degree preferred.

10-15 years of related systems engineering experience.

Implementing and troubleshooting programming changes and modifications.
Knowledge of security requirements for databases, developing, documenting, and implementing backup and recovery procedures.
Experience configuring, managing and maintaining the operation of complex relational databases.
Familiarity with UNIX and Windows operating systems
